Bill to allow HIV-positive people to adopt children in Russia has been drafted

Russia’s Ministry of Education and Science has drafted a bill to allow persons living with HIV to adopt children.

Currently, those suffering from certain diseases – HIV and hepatitis C – are not allowed to adopt children and the list of diseases is set by the government.

But the new amendment – which has been proposed to the Family Code of Russia – hopes to change the legislation and allow people to adopt children living with them.

The new law would authorise courts to derogate from the provision of the Family Code in cases where children have already formed family relations with someone they are living with, despite living with viruses.
